In 2000, the Substance Abuse and Crime Prevention Act (Proposition 36) was passed by 61% of voters in California. This important Act allows many non-violent first and second time drug offenders to undergo drug treatment programs as an alternative to being incarcerated. Proposition 36 costs approximately $120 million per year, which means that it is saving the State of California's taxpayers about $1.5 millions dollars over a five year period compared to the amount which would have been spent paying for the incarceration of each convict.
